High levels of ozone are a health hazard. In a confined space that can be shut off from normal occupation that is something easily worked around. But cat odour in the home is often not in an area(s) that is easily isolated so I would wish the occupants to be excluded during what might well be a protracted period. Also cat urine that has penetrated through and maybe beyond a carpet is difficult to treat with a gas that largely sits above the contamination. The other issue is that water + ozone = hydrogen peroxide so wet surfaces might be bleached.
